“[Official] Ministry of Education and Training Issues 2026 University Admissions Regulations

The 2026 university admission season is approaching with several important adjustments. Recently, the Ministry of Education and Training officially issued the 2026 university admission regulations with a number of notable changes that directly affect the rights and application strategies of candidates nationwide.

These adjustments aim not only to enhance transparency and fairness in the admission process but also to standardize admission methods among higher education institutions. Candidates of the 2K8 generation should pay close attention to these changes in order to prepare carefully and avoid unnecessary mistakes during the application process.

1. Maximum of 15 Admission Preferences

According to the new regulation, each candidate can register a maximum of 15 preferences across different majors and universities, arranged in order of priority from highest to lowest. The admission system will rely on this order to determine the highest preference for which the candidate meets the admission requirements.

Notably, for teacher education programs, only preferences from 1 to 5 will be considered. This means that candidates who wish to pursue teacher training majors should carefully consider and place these programs in an appropriate priority position.

Limiting the number of preferences is considered a measure to encourage candidates to make more strategic choices, focusing on majors that truly match their abilities and career orientations.

2. Minimum Admission Quality Threshold: 15/30 Points

Another important new point is the regulation regarding the minimum admission quality threshold. Accordingly, the total score of the three subjects in the High School Graduation Examination used for the admission combination must reach at least 15/30 points (not applicable to candidates who are exempt from the exam).

This regulation aims to ensure a common quality standard while providing a unified basis for universities during the admission process. Candidates should closely monitor their registered subject combinations and proactively develop an appropriate study plan to achieve the minimum required score.

3. Clearer Regulations on High School Transcript-Based Admission

The 2026 regulations also tighten and clarify the rules regarding transcript-based admission. Specifically:

The admission score must be calculated using the average grades of all 6 semesters in high school for at least 3 subjects in the admission combination.

Within that combination, Mathematics or Literature must have a minimum weight equivalent to one-third of the total score.

This means that candidates cannot select a subject combination that completely avoids both Mathematics and Literature. The weighting requirement aims to ensure balance in fundamental academic competencies while limiting inconsistencies between admission combinations across different majors.

4. Each Institution May Use a Maximum of 5 Admission Methods

Another change that significantly affects universities is the regulation that each higher education institution may use a maximum of five admission methods (excluding direct admission).

Limiting the number of admission methods is expected to reduce complexity, prevent the excessive use of multiple admission methods, and help candidates more easily follow, compare, and choose the most suitable option.

Carefully research admission information for each university and each major.

Develop a reasonable strategy when arranging their 15 admission preferences.
